"Time To Stop The Killing" - US Treasury Unveils Massive Russia Sanctions, Demands "Immediate Ceasefire"

 

Update(1651ET): Washington is predictably making demands of Russia, despite that Ukraine still doesn't have much in the way of leverage on the battlefield - and at a moment President Trump has refused to bring real pressure to bear on Kiev to make territorial concessions.

 

“Now is the time to stop the killing and for an immediate ceasefire,” said Secretary of the Treasury Scott Bessent in a Wednesday afternoon statement, after he said new sanctions are imminent.

 

"Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine. Treasury is prepared to take further action if necessary to support President Trump’s effort to end yet another war. We encourage our allies to join us in and adhere to these sanctions."

 

The companies have been named in the Treasury statement as follows:

 

Today’s action targets Russia’s two largest oil companies, Open Joint Stock Company Rosneft Oil Company (Rosneft) and Lukoil OAO (Lukoil), which are now designated. Rosneft is a vertically integrated energy company specializing in the exploration, extraction, production, refining, transport, and sale of petroleum, natural gas, and petroleum products. Lukoil engages in the exploration, production, refining, marketing, and distribution of oil and gas in Russia and internationally.

 

Rosneft and Lukoil are being designated pursuant to E.O. 14024 for operating or having operated in the energy sector of the Russian Federation economy.

 

Dozens of Russia-based Rosneft and Lukoil subsidiaries have also been named as falling under the fresh sanctions.

 

This takes the two sides further away from actually striking a peace deal at the negotiating table than ever before.

USDA To Resume Farmer Aid Distribution Halted During Govt Shutdown

 

Secretary of Agriculture Brooke Rollins said on Oct. 21 that the U.S. Department of Agriculture (USDA) will resume distributing aid for farmers frozen by the government shutdown.

 

In a statement on X, Rollins said the USDA will resume operations at the Farm Service Agency (FSA) on Oct. 23, which includes processing farm loans and managing federal aid programs for farmers across the country.

 

“President Trump will not let the radical left Democrat shutdown impact critical USDA services while harvest is underway across the country,” the secretary stated.

 

Rollins said in a subsequent post that financial aid for farmers totals more than $3 billion.

 

In an interview with Fox News that aired Oct. 21, Rollins said that President Donald Trump has directed the USDA to reopen FSA offices nationwide to allow farmers to access and cash their aid payments.

 

The secretary also revealed that the Trump administration was preparing an aid package for farmers affected by China’s refusal to buy soybeans from the United States amid trade negotiations.

 

“Frankly, if the shutdown hadn’t happened a couple of weeks ago, thanks to the Democrats again, that package would likely have already been announced,” Rollins told the news outlet.

 

“But we are preparing it every day that goes by. The market changes a little bit, [but] there are some potential big moves coming in from around the world, from other markets,” she added.

 

China, the world’s largest soybean importer, purchased more than $12.64 billion worth of soybeans from the United States last year, according to the USDA data.

 

The country is now turning to suppliers from South America as negotiations over tariffs with the United States remain ongoing, resulting in billions in lost sales for American farmers.

 

Trump stated on Oct. 1 that soybeans would be a “major topic of discussion” during an expected meeting with Chinese leader Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in South Korea later this month.

 

“The Soybean Farmers of our Country are being hurt because China is, for ‘negotiating’ reasons only, not buying,” Trump stated in a Truth Social post.

 

The president also suggested that his administration would use revenues collected from tariffs to provide assistance to American farmers affected by China’s move.

 

“We’ve made so much money on tariffs, that we are going to take a small portion of that money, and help our farmers,” he stated.

 

“It’s all going to work out very well.”

 

Treasury Secretary Scott Bessent told CNBC on Oct. 2 that since every recent U.S. trade deal has included investments in American farm products, “we’re going to see other countries substitute for China.”

Germany will cover wages for thousands of employees at local American bases affected by the Congressional budget impasse

 

Germany plans to pay thousands of employees stationed at American military bases in the country whose salaries have been affected by the US government shutdown, the Finance Ministry in Berlin has announced.

 

The US federal government shut down on October 1 after Republicans and Democrats failed to agree on a spending bill in the Senate. The impasse has left hundreds of thousands of federal employees either furloughed or working without pay as the standoff enters its fourth week.

 

A spokeswoman for the German Finance Ministry told AFP on Wednesday that Berlin would “initiate an unscheduled expenditure to ensure that October salaries are paid on time.”

 

She described the measure as “a sign of solidarity with the US armed forces stationed in Germany and their civilian employees.”

 

The arrangement was reached together with the German state of Rhineland-Palatinate, home to several large American bases, including Ramstein Air Base – the headquarters of US Air Force in Europe and Africa.

 

Germany, a key NATO ally of the United States, hosts more American military installations than any other European country, with around 120 sites. The long-standing US presence dates back to the end of World War II.

EU announces 19th sanctions package targeting Russia – media

The European Union has agreed a new sanctions package on Moscow, including a pledge to further reduce imports of gas and oil, dpa wrote on Wednesday.

 

According to Reuters sources in the EU, the package will list four companies involved in China’s oil industry that allegedly circumvent western restrictions.

 

The final text was agreed upon by member states, but had not been adopted yet owing to reservations from Slovakia “on unrelated matters,” Reuters wrote earlier on Wednesday. According to journalist Finbarr Bermingham, citing the Danish presidency, the final member state holdout has removed its veto. The formal approval is expected tomorrow morning.

 

In September, European Commission President Ursula von der Leyen proposed the 19th package of sanctions over the Ukraine conflict, targeting “refiners, oil traders, [and] petrochemical companies in third countries, including China,” accused of helping Moscow bypass restrictions. Indian companies could also be targeted.

 

The package also proposes to ban imports of Russian liquefied natural gas into EU markets, adds 118 vessels from what Brussels refers to a Russian “shadow fleet” to the blacklist, and places major Russian energy traders Rosneft and Gazpromneft under a full transaction embargo.

 

Russia has emerged as one of the largest suppliers of oil to China and India since the escalation of the Ukraine conflict in 2022. The two countries have pushed back against Western demands to reduce their reliance on Russian crude, citing domestic economic needs and national interests. Russian President Vladimir Putin has warned Western nations against adopting a “colonial” tone toward China and India and trying to “punish” them for trading with Moscow.

The Trump administration is considering a sweeping plan to restrict US software exports to China, potentially covering a wide range of products from laptops to jet engines, reported Reuters citing sources familiar with the matter.

 

The measure is viewed as a response to Beijing’s recent expansion of rare earth export restrictions, and would fulfill President Donald Trump’s earlier pledge to limit “critical software” shipments to China.

 

While officials are still evaluating multiple options, the plan could include restrictions on global shipments of items containing US software or produced using US software.

 

President Trump, in a social media post on October 10, also threatened to impose additional tariffs of 100% on US-bound shipments from China, along with unspecified export controls effective November 1.

Late-Term Abortion Clinic Expected to Open in New Jersey

 

An abortion clinic that kills unborn babies in the latest stages of pregnancy is expected to open in New Jersey next year.

 

New Jersey is one of nine states and D.C. that have no gestational limits on abortion. Even so, there is only a handful of clinics across the United States that abort babies in the third trimester of pregnancy. Dr. Kristyn Brandi and Nurse Practitioner Catherine Obando, who said they are tired of referring women out of state for late abortions, are working together to open the state’s first all-trimester abortion clinic, NJ.com reported.

 

Right now, there are no abortionists in New Jersey who perform abortions past 28 weeks, according to the report. Babies can survive outside the womb at around 24 weeks of pregnancy, although there have been documented cases of babies born even earlier who have survived with medical intervention.

 

The all-trimester abortion clinic, called Luminosas Wellness Collective, is slated to open by the summer of 2026. The clinic would have to be licensed by the New Jersey department of Health to legally abort unborn babies. The nonprofit clinic has already raised $20,000 from individual donors, according to the report. The clinic would also provide sex-change drugs — dubiously dubbed “gender-affirming care” — as well as HIV support, and OB-GYN services.

 

“It’s up to us to create something. It’s up to us to build the systems that we want to work in, that we want to provide this exceptional care in. New Jerseyans shouldn’t have to leave their state to get the care that they need,” Obando claimed.
