The insurance companies are the ones footing the bill. Sooner or later their pocket books are gonna start hurting.
If they keep raising the rates at some point a company will say "we will issue insurance for a lot less but we require that all your CDL drivers be in the country legally and pass our driving and english proficiency tests." At which point they will get mobbed by trucking companies.
