It is easily explained. The light reflected from a comet includes the illuminated clouds of gases and dust expelled from a nucleus under the heating influence of sunlight. Even a tiny cometary nucleus could shed huge envelopes of gases and dust during its close approach to the Sun. Comets seem gigantic, but they are mere clouds for the most part.
