Latest: The base commander at Guantánamo Bay has ordered non-mission-essential U.S. citizens to prepare to evacuate the outpost in southeast Cuba tomorrow ahead of Hurricane Melissa.

The skipper earlier ordered ICE personnel to decamp to the mainland.
