UFOs show up at Nuke Bases to get soldiers relieved from duty
If a foreign adversary wanted to delete 50 soldiers from a nuke base, just make them see some projections that look like UFOs and boom, they're all "unstable." UFOs cause base turnover. If a foreign power wanted to get their own bad guys (deep cover agents) inside those bases, just increase the turnover until they inevitably pull some of those agents in due to high turnover.
