Lewis Payseur, the french royal, moved to the US and changed his name to Lewis Cass. So P = C could potentially referencing that. The current St. Louis County "mayor" or administrator is Sam Page who looks an awful lot like Lewis Cass. The payseur posting was seemingly to keep people from ever looking into that and they even changed the google search results for Lewis Payseur for this reason.
