the cards are like debit cards, with a food and a cash balance. so starting today they are not being re-filled. meaning the responsible people who are in need likely budget their funds, and those who use them scam-like will always run it to zero. so most of the people who really need it will be fine, if they budget properly and those who have not will scream.
