Like I said, internet myth. No one has more of a problem with cops than I do, but this isn't on them or the prosecutors, although a lot else is. It's on the stores/corporations. EVERY single store has "shopkeepers privilege" where they can detain a shoplifter. Now, how many stores did you see LETTING them steal and run out, without doing ANYTHING, while fake news blamed it on police/prosecutors. That's because they don't want the liability, they don't want to pay for security, they WANT people to steal, then lay the burden on the cops/system, and then blame the stores and profits doing bad on theft to save their own asses from pissed off share holders, and it's not only CA where it's happening.
