The proposal seeks a major expansion of both the Reserve Force and the Supplementary Reserve, the latter currently holding 4,384 inactive or retired Canadian Forces members ready for recall.

Carignan and Beck's document suggests a surge to 300,000 personnel in a national emergency. The wider mobilization plan aims to increase the current reserve of 23,561 to 100,000 part-time members.

Canada's health department told MPs there is not a minimum distance requirement between safe consumption sites and schools, daycares or playgrounds.

So-called “safe” drug injection sites do not require a minimum distance from schools, daycares, or even playgrounds, Health Canada has stated, and that has puzzled some MPs.

Canadian Health Minister Marjorie Michel recently told MPs that it was not up to the federal government to make rules around where drug use sites could be located.

“Health Canada does not set a minimum distance requirement between safe consumption sites and nearby locations such as schools, daycares or playgrounds,” the health department wrote in a submission to the House of Commons health committee.

“Nor does the department collect or maintain a comprehensive list of addresses for these facilities in Canada.”

Records show that there are 31 such “safe” injection sites allowed under the Controlled Drugs And Substances Act in six Canadian provinces. There are 13 are in Ontario, five each in Alberta, Quebec, and British Columbia, and two in Saskatchewan and one in Nova Scotia.

The department noted, as per Blacklock’s Reporter, that it considers the location of each site before approving it, including “expressions of community support or opposition.”

Michel had earlier told the committee that it was not her job to decide where such sites are located, saying, “This does not fall directly under my responsibility.” Continue…

Billboards situated at Toronto’s Union Station are generating concern over their use of facial detection technology without public consent.

The billboards stoked controversy after a Nov. 2 Reddit post noted they used facial detection technology to observe pedestrians passing by and analyzed data about them, such as their gender and approximate age. The billboards are owned by Cineplex Digital Media (CDM).

The post included a photo of a disclaimer on one of the billboards, which are located outside of Union Station’s bus terminal. The disclaimer said “images are processed in a few milliseconds before being immediately and permanently deleted.”

The Epoch Times attempted to reach Cineplex Digital Media for comment but did not hear back by publication time.

The company’s website says the billboard technology is not facial recognition software but facial detection technology.

“Facial detection is very different from facial recognition—facial recognition looks for and identifies a particular person, whereas facial detection only looks for the presence of a face,” CDM said. “We cannot, nor would we ever want to, use the technology to identify someone’s face.” Continue…

A former Ottawa-area teacher is contesting an attempt by the Ontario College of Teachers to force her to surrender her teaching licence over her social media comments about gender issues.

Amy McKay, a former long-term occasional teacher with the Ottawa-Carleton District School Board in Ontario, was told by the regulatory body this spring that a complaint had been filed against her nearly two years earlier by her former school board. The college said she could either give up her teaching licence or face an investigation, according to the Justice Centre for Constitutional Freedoms (JCCF), a non-profit legal organization representing McKay.

JCCF said in a release that the social media posts in question expressed concerns about “gender identity ideology, gender-affirming medical interventions, and women’s sex-based rights.” The Epoch Times was not able to independently verify the content of the posts.

McKay’s attorney, Hatim Kheir, sent a letter to the college this month to refuse the request to relinquish her licence. He said it violates her Charter right of expression.

“Many Canadians in all walks of life are subject to professional regulation,” he said in the Nov. 14 JCCF news release. “Canadians should not have to choose between their right to express deeply held views and the ability to be a member of a professional body.”

McKay went on leave from her position with the Ottawa-Carleton board in 2022 to start working toward a professional counselling degree. The Prince Edward Island legislature has passed a bill that will make land investigation reports public, aiming to restore trust in provincial institutions following concerns over extensive land holdings by some groups on the island.
