Ya know I pointed this out last night while watching the movie Stargate.
We don't have to go outside of earth to find life that's not intelligent - it exists right here on Earth. No advancement in their own civilization. To the point I reminded the room that in the Middle East you have to go to the bathroom in a hole. Plumbing has been around for more than a century.
