that would be the average burn.
fuel is not burned uniformly
a high percentage is burned at takeoff and initial climb out
in cruise, less and less lbs per hour as the aircraft gets lighter and or climbs higher
in decent not much fuel used as most of descent planning now is idle thrust until reaching the approach and landing to the runway.
