The educational goals could be steps to promotion. Good suggestion. Many criminal justice programs - even at the associate degree level - include courses on constitutional law. The many videos we see of law enforcement fails on constitutional issues are also having a positive effect, as are 1st amendment auditors regarding the public's rights on public property.
