The President has no authority under the Constitution to dissolve, suspend, or adjourn Congress unilaterally.
The only related power is in Article II, Section 3, which allows the President to convene Congress on extraordinary occasions or, in case of disagreement between the House and Senate on adjournment, to adjourn them to a time he chooses. This is not suspension—it is a limited power to resolve a specific deadlock and does not apply to normal operations.
