Off the top of my head, with $7B, I'd start some sort of "great books" program that also includes…
1) as I said, great books
2) some kind of open-ended technological engagement
3) some kind of self-guiding physical training… bodyweight or kettlebells or something
4) learning to dance with the opposite sex
5) some kind of artistic expression that can be developed
6) love of and engagement with nature… maybe camping and nature hikes
7) maybe team sports as extracurricular
I will think further.
Also: I wouldn't "force feed" religion, but I would aim to have it there for those who can see.
