JUST IN: David Richardson, FEMA’s acting chief amid public controversies and internal frustrations, will resign after hurricane season, submitting a two-week notice letter Monday to the Department of Homeland Security.

NEW: Federal investigators, led by the FBI and U.S. Attorney’s Office in Brooklyn, have opened a criminal probe into telecommunications executive Bankim Brahmbhatt over his business activities, stemming from fraud allegations in a lawsuit filed earlier this year by BlackRock’s HPS Investment Partners and other lenders.
It’s unclear when the inquiry began or if charges will follow.
