vpns have to terminate somewhere, and if they have a dedicated pool at each egress (they must, in order to function) then those pools can be identified and marked.

the best way to hide a vpn egress pool is to slip it into someone else's pool. the large SIM farms had the luxury of doing just that. piggy backing on a mobile carriers egress pools is "static enough" to allow return traffic but also large and obscured enough to not be immediately identified.
