Since when was RFA an NGO? It belonged to USIA which became part of the State Department before being handed off to USAGM. State kept key parts (like the sites, some equipment and certain functions outside of TV). RFA was linked with USAID through State so maybe they are reporting it wrong and it’s the defunct agency auctioning off equipment through GSA?
