Europe races to respond to US-Russian Ukraine peace plan

Proposal offering major concessions to Moscow blindsided European diplomats

 

European capitals are rushing to co-ordinate a response to a US-Russian peace plan to end the war in Ukraine, which officials have warned would mean Kyiv’s “capitulation” to Moscow’s demands.

 

Washington is pressing Ukraine to accept a 28-point peace plan drafted by aides to US President Donald Trump and Russian President Vladimir Putin that calls for Kyiv to cede swaths of land currently under its control. It contains further major concessions to Moscow, including banning any future Ukrainian membership in Nato.

 

The plan, and the scale of US pressure on Ukraine, has blindsided European leaders and their national security teams, who on Friday were rushing to devise a coherent response to Washington, people involved in the frantic diplomatic talks told the Financial Times.(which no included them)

 

“We’re all still analysing it but it’s moving much faster than we had realised,”one of the people said. “It basically means capitulation [to Moscow].”

 

Another senior European diplomat said:“We are assessing. The main thing is to remain cool and work for a more reasonable outcome.” Three senior European officials said they were still unsure as to whether Trump completely supported the plan or if it was subject to internal disagreement within his administration.

 

“We’re back to square one,” said another senior European official, referring to widespread fears at the start of this year that Trump would force Kyiv to accept Russia’s peace demands or lose US military support.

 

The European rearguard effort to slow or block the US-Russian proposal has been complicated by the leaders of France, Germany, Italy and the UK travelling to South Africafor the G20 summit this weekend. Officials said plans were under way for a crisis meeting on Saturday of European leaders present in Johannesburg for the gathering.

 

Ursula von der Leyen, European Commission president, said on Friday that she would “discuss the situation both with European leaders and with other leaders here at the sidelines of the G20”.

 

“Nothing about Ukraine without Ukraine,” von der Leyen said, repeating the EU’s long-standing position on peace negotiations.(Fuck Off Bitch)

 

António Costa, the EU Council president who represents the EU’s 27 leaders,said that the EU “has not been communicated any [peace] plans in an official manner”.

 

TheUS embassy in Kyiv has summoned European envoys in the Ukrainian capital for a briefing on the plan on Friday afternoon with US secretary of the army Daniel Driscoll. Driscoll met Ukrainian President Volodymyr Zelenskyy on Thursday to lay out the proposal.

 

The panic among European capitals resembled previous episodes earlier this year in which the Trump administration made proposals to Ukraine without consulting or notifying European partners.

 

“The Europeans had become incredibly complacent in their dealings with the Trump administration,” said Mujtaba Rahman, managing director at Eurasia Group. “This latest plan is a timely reminder that there are very powerful forces within the administration that continue to prioritise Russia over transatlantic relations.”

 

In addition to the demand for Ukraine to relinquish control over territory that it currently controls,European officials were most alarmed by the proposal banning Nato forces from being stationed in Ukraine and its call for $100bn of frozen Russian sovereign assets to be deployed into reconstruction projects that would earn profits for the US.

European defence stocks, which have soared this year as the continent has stepped up its spending commitments, dropped sharply on Friday morning.

 

The Stoxx 600 aerospace and defence index fell 2.6 per cent. Shares in Renk Group sank 8.2 per cent, Rheinmetall dropped 5.7 per cent and Hensoldt fell 5.2 per cent in morning trading in Europe.

KYIV — The White House is pressuring Ukraine to sign on to its new peace proposal by Thanksgiving or lose U.S. support to the country, according to two officials familiar with the talks, speaking on the condition of anonymity to describe sensitive diplomatic discussions.U.S. Army Secretary Daniel Driscoll presented Ukrainian President Volodymyr Zelensky on Thursday with a version of the 28-point plan President Donald Trump’s special envoy Steve Witkoff recently drafted with Russian envoy Kirill Dmitriev.

 

That plan, which has been leaked in the press and confirmed by several officials, included several red lines for Ukraine, including a massive reduction of its army size and ceding territory to Russia that it has not yet conquered militarily.

 

Although Trump has drawn down direct aid to Ukraine, the U.S. has brokered deals for Ukraine to receive U.S. weapons through European partners and continues to share intelligence that is crucial to Ukraine’s survival on the battlefield.

 

The U.S. is now sending “signals” that everything could be off the table if Kyiv does not quickly sign a proposal, the officials said, even as Driscoll took a lighter tone in Thursday’s meeting.

 

Zelensky requested changes to the document on Thursday and Driscoll’s team agreed some changes could be made, one of the officials said, although Kyiv remains unclear on which points will be adjustable.

 

The document would initially be signed by Zelensky and Trump before being presented to the Russians. The U.S. appears to have divided the teams between Witkoff and Driscoll to “play good cop and bad cop— one presses, the other tries to say: let’s work together to change [the plan],” one of the officials said.

 

Following the Thursday meeting in Kyiv, U.S. officials including Julie Davis, the chargé d’affaires at the U.S. Embassy in Ukraine,said the timeline for signing is “aggressive.” Army spokesman Col. Dave Butler declined to discuss details of the negotiations.

 

The plan contains elements long pushed for by Moscow,including a full withdrawal of Ukrainian troops from the heavily fortified Donetsk region in the east of Ukraine, granting Russia full control of territory it has not been able to conquer in nearly four years of war.

 

Russia would receive “de facto recognition” of its control of Crimea, Luhansk and Donetsk, as well as of the areas of Kherson and Zaporizhzhia it has illegally seized, with the conflict in these regions frozen on the current front line.

 

Ukraine would be forced to enshrine in its constitution that it will not seek to join NATO Western alliance, while agreeing to significantly reduce the size of its armed forces from the 800,000-850,000 military personnel to 600,000.

 

In return for making such sweeping concessions to an armed invader,Ukraine is to receive “reliable security guarantees,” though the plan does not contain any wording on what that would mean. Ukraine has long insisted its best security guarantee is its own military, which should not be shrunk to accommodate Russian demands.

 

In addition, the proposed settlement would bar the presence of any NATO troops on Ukrainian soil, effectively nixing European proposals to send troops to deter Russia from attacking again, Top European and Ukrainian officials have signaled their concern about the latest peace proposal, warning it should not involve Ukraine’s “capitulation,” protect Ukraine’s sovereignty and should include Europe in its drafting.

 

Kyiv has long feared any arrangement that would force it to reduce its army and cede its most fortified territory in Donetsk, as it would give Moscow an upper hand territorially and militarily to eventually launch a new invasion. Throughout negotiations this year, Kyiv has remained adamant that it will not cede land to Russia that it has not already seized militarily.

 

Ukraine and its allies in Europe have instead proposed a ceasefire that pauses the war at its current front lines.One person familiar with the contents of the plansaid it would require months of painstaking negotiations to bring it to a format that could be acceptable to Ukraine. “Even if Zelensky wanted to sign it, he couldn’t because there is no political basis for it,” this person said.

We are aware of possible modifications and approved wording, but we have not received anything officially,” Peskov told reporters referring to the August summit in Alaska. “There are certain considerations on the American side, but nothing specific is being discussed at the moment.

 

We are completely open and remain open to peace talks.” “It doesn’t seem like everyone in the Russian government is interested in this,” the person familiar with the proposal said.

 

Russia has been making incremental advances on the battlefield over the winter, far outmanning and outgunning the Ukrainian side, and experts say any deal signed now would give Russia a huge advantage while it has the upper hand militarily.

 

But analysts say Moscow does not have the military capacity to make major gains, and could have to launch a politically difficult mobilization next year to continue the conflict, while sanctions are biting ever deeper into Russian budget revenue forcing the government to make painful tax hikes and spending cuts.

 

The effective work of the Russian Armed Forces should convince Zelensky and his regime that it is better to negotiate and do so now, better to do so now than later,” Peskov said. “His room for maneuver is shrinking as he loses territory to the Russian armed forces’ offensive.

 

And this is not even about war: it is about forcing Zelensky and his regime to seek a peaceful solution to the issue.” The proposal also calls for reintegrating Russia into the global economy as a result of the settlement of the conflict with sanctions to be lifted “in stages and on a case-by-case basis.”

 

If Russia were to attack Ukraine again, “in addition to a decisive coordinated military response, all global sanctions will be reinstated” and recognition of the seized territories would be revoked, the plan states.

 

Zelensky has been weakened in recent weeks by a major corruption scandal that has ensnared several of his close associates, and which — coupled with the exhausting pace of Russian military strikes and slow advances on the ground — could leave the Ukrainian leader with diminishing options as U.S. officials exert greater pressure on him to accept a deal to end the war.

Every now and then, someone in Trump World does something so baffling, so politically tone-deaf, you honestly have to stop and ask, “What on earth were they thinking?” That’s exactly where we are with Mike Huckabee this week. Huckabee is a good guy, and he’s been a loyal voice for years, but this move? This one is a head-shaker.

 

Mike Huckabee, the US Ambassador to Israel, just held a friendly sit-down inside a US government office with Jonathan Pollard, a man who betrayed the United States. And Pollard wasn’t some foreign spy sneaking around the edges. He was a US citizen and a Naval intelligence analyst who took an oath to this country and then sold us out. He caused serious damage to American intelligence and remains the only American in history to receive a life sentence for spying on behalf of an ally.

 

And after all that,after being granted Israeli citizenship years later, he still turned around and called President Trump a “madman who sold us down the drain for Saudi gold.”

 

This is the man Huckabee decided to publicly meet with. What on earth was he thinking?

 

Nobody knows what the meeting was supposed to accomplish,but it just looked embarrassing. By attending, Huckabee essentially handed Pollard a level of validation he absolutely does not deserve. It tells the world this guy’s opinions somehow matter. It elevates a man who openly trashed Trump, bragged about loyalty to “Israel first,” and screwed over his own country. And if all that’s not bad enough, he still defends the spying that landed him a life sentence==.

 

But, to make this even stranger, The New York Times is reporting that this meeting wasn’t just Huckabee and Pollard. Mark Levin’s stepson, David Milstein, was also involved. Milstein is a senior figure at the US Embassy in Jerusalem, and Levin has been one of the most radical and aggressive voices pushing the Israel First line inside MAGA. So the fact that his stepson helped facilitate an off-the-record meeting with Jonathan Pollard, of all people, raises some very serious eyebrows.

 

Nobody knows how deep Milstein’s role goes, but the optics are awful.

Amb. Mike Huckabee, together with David Milstein (Mark Levin’s stepson),held an off-the-record meeting at US Embassy Jerusalem with Israeli spy/US traitor Jonathan Pollard, the NY Times reports.

 

Pollard confirmed “it was a friendly meeting” and trashed Trump as a “madman.” “Mr. Pollard said he did not regret spying for Israel, claiming the United States had cut Israel out of intelligence sharing. Andhe castigated Mr. Trump, calling him a ‘madman who has literally sold us down the drain, for Saudi gold,'” the Times reports.

 

Trump’s DOJ allowed Pollard to “make Aliyah” in Israel after ending his strict parole conditions in 2020. “After a review of Mr. Pollard’s case, the US Parole Commission has found that there is no evidence to conclude that he is likely to violate the law,” the Justice Department said.

 

He was then flown to Israel in 2021 on Zionist megadonor Sheldon Adelson’s private plane and given a hero’s welcome, with Netanyahu greeting him on the tarmac.

 

“Our greatest ally” rewarded Pollard with Israeli citizenship and a pension reserved for ex-Mossad and Shin Bet agents. He gave his first interview to Adelson’s Israel Hayom paper,wherein he encourage all Jews to spy for Israel. “The bottom line on this charge of dual loyalty is,I’m sorry, we’re Jews, and if we’re Jews, we will always have dual loyalty.” He went on to give a speech labeling the Biden administration an “enemy” that must be destroyed. “What we’re talking about is Amalek, pure and simple,” he said.

 

This is what Mark Levin’s stepson David Milstein has been up to at US Embassy Jerusalem.

 

Does this sound like someone who is putting America First, or someone who has taken Pollard up on his call?

Keep in mind, President Trump’s DOJ actually showed Pollard mercy. Trump quietly declined to extend Pollard’s parole restrictions, basically clearing the path for him to return to Israel.Pollard became one of the few high-profile convicted spies allowed to leave the US and resettle abroad. Pollard repaid it by sinking his teeth into Trump the first chance he got.And now Huckabee is blessing him with a public meeting?It’s bewildering. It’s messy. The highly unusual meeting caught some U.S. officials by surprise,and appeared to be a sharp break with years of precedent for American diplomats.

 

The New York Timeslearned of the meeting from three U.S. officialswho spoke on the condition of anonymity to discuss sensitive information. When The Times asked Mr. Pollard about the meeting, he confirmed it.

 

Mr. Pollard said it was the first time that a U.S. official had hosted him at an American government officesince his release a decade ago.

 

“It was a friendly meeting,” Mr. Pollard said in a phone interview on Wednesday.

 

The meeting with Mr. Pollard, a former naval intelligence analyst,was kept off Mr. Huckabee’s official schedule, two of the U.S. officials said. The fact that it occurredalarmed the Central Intelligence Agency’s station chief in Israel, three of the officials said.

 

The C.I.A. declined to comment. TheWhite House was not aware of the meeting in advance, according to a White House official and two people briefed on the matter. The White House official also said that senior officials there were alarmed when they learned it had taken place.

 

Asked about it on Thursday, the White House press secretary, Karoline Leavitt, said that the White House had not been aware of the meeting,but added that “the president stands by our ambassador.”

 

And just when you think this story can’t get any murkier, the State Department piece makes it even worse.Nobody seems to know who approved this meeting or whether it was cleared through any channels whatsoever.

 

Red flag.

It was unclear whether officials at the State Department had signed off on Mr. Huckabee’s meeting with Mr. Pollard in advance.The State Department did not respond to a request for comment. In a statement, the U.S. Embassy said Mr. Huckabee had “meetings with numerous people, and as a matter of general policy, we do not comment as to the content of conversations.” It also claimed TheTimes’s reporting for this article was “filled with inaccuracies.”

 

Mr. Pollard, 71, was convicted of spying for Israel and sentenced to life in prison in 1987 in one of the most notorious espionage cases of the Cold War.While many Americans viewed him as a traitor, some Israelis, especially those on the right, considered him a hero and lobbied for him until he was released on parole in 2015. Five years later, he moved to Israel, where Prime Minister Benjamin Netanyahu gave him a hero’s welcome on the tarmac at Ben Gurion Airport.

American Actor Jon Voight, who came to Israel with likely Republican presidential candidate Mike Huckabee, called Israeli agent Jonathan Pollard’s life sentence Tuesday “beyond injustice” and “a clear case of anti-Semitism.”

 

Huckabee told The Jerusalem Post on Monday that US president Barack Obama should release Pollard as a gesture of friendship.

 

Right now we don’t need anything that reflects that we are anything but an absolute ally of Israel,” Huckabee said. “[Freeing Pollard] would send the right message to the rest of the world, that America is not pulling back on its friendship and relationship with Israel but it is accelerating it and making sure that we are taking every step possible to solidify those bonds.”

 

In another eye-opening moment from 2011, Huckabee once again publicly rallied for Pollard’s release. It’s clear Mike Huckabee has spent years fighting on behalf of this convicted spy.

Visiting United States Republican presidential candidate Mike Huckabee expressed his support on Tuesday for the release of Jonathan Pollard, who has served 25 years of a life sentence for passing classified information from the U.S. to Israel. Huckabee noted that senior figures, such as former Secretary of State George Shultz and former CIA director James Woolsey, had also called for Pollard’s release.

 

It’s important to point out that Pollard wasn’t some harmless figure.He was a very dangerous spy who did real damage to the United States.
