You deliberately give up ground or let the enemy infiltrate forward positions, draw him into pre-prepared kill zones, exhaust his logistics, then launch a massive counterattack when he’s overextended and his supply lines are thin.
Notice how in his first term he appeared strong when really he was weak, but in his second term he is appearing weak when really his is strong.
It's a very dangerous and stupid strategy to play considering the USA is on the brink of collapse, but if he pulls it off he can collapse the federal government and create a whole new one using the constitution as a foundation….. Not only that, he can seize Canada and Greenland and then run again for 2 more terms.
