Would have to get SCOTUS to overturn itself on death penalty for rapists, Kennedy v. Louisiana. Said to be 8th Amendment cruel & unusual punishment. Louisiana has, or had, rape on a list of capital crimes punishable by death. Rape, not rape and murder.
That's what's destroying every state. Illinois doesn't tax pension income. Eventually it'll have to because the only people left will be pensioners. California, Illinois, Kentucky, Connecticut, New York are all in deep public sector pension shit. And they're not gonna fix it.
