It's a real technology. I designed the RF amplifiers used to excite Carbon Dioxide molecules when passed between two Zinc coated copper plates. (I don't design the optics.)
Worked at Wright-Paterson figuring out the proper pulse duration and sequence currently used to allow the plasma to self-quench in most multi-kilowatt Directed Energy Systems.
