JUST IN: A U.S. official told ABC News on Tuesday that a Ukrainian delegation agreed with the United States on terms of a potential peace deal, with minor details remaining.
U.S. Army Secretary Dan Driscoll held secret talks on Monday with a Russian delegation in Abu Dhabi, following weekend discussions with Ukraine in Geneva aimed at advancing the peace process.
The official confirmed Ukrainians accepted the deal, and an Army spokesman noted the talks were progressing well with optimism, closely coordinated with the White House.
Neither Ukraine nor Russia officially confirmed their delegations’ presence in Abu Dhabi. The U.S. Geneva team included Secretary of State Marco Rubio, Special Envoy Steve Witkoff, and Driscoll.
The 28-point plan presented there was revised to 19 points, omitting amnesty for war acts and limits on Ukraine’s future military size; Zelenskyy stated more work was needed, while Russians reported no updates on the revisions.
After Geneva, Rubio returned home, and Driscoll met Russians to review changes. Driscoll’s prominent role, unusual for an Army secretary, stemmed from a recent Trump-Vance discussion and was seen as potentially favorable to both sides; before Ukraine, he consulted Rubio and Witkoff in Germany, accompanied by senior officers who did not join later talks.
