Lavrov denounces leak of Trump’s draft peace proposal

Western officials are trying to torpedo Washington’s mediation efforts, the top Russian diplomat has said

The leak of a US proposalfor ending the Ukraine conflict was designedto derail President Donald Trump’s peace efforts, Russian Foreign Minister Sergey Lavrov said on Tuesday.

Reports that the White House had drafted a document outlining a path towards ending Kiev’s hostilities with Russia initially came from the US media, with a Ukrainian MP and Axios later publishing what they said were the full 28 points of the roadmap.

“It was leaked on purpose to fan the media hype,” Lavrov said. “Those who direct this hype certainly want to undermine Donald Trump’s efforts, to distort the plan according to their wishes.”

He said thediplomatic sabotage appearsto be coming from European leaders backing Kiev,particularly French President Emmanuel Macron, who he argued do not have “the best intentions.”

Lavrov said Moscow never received any texts from Washington through official channels, but obtained it unofficially. Regardless, Russia will only discuss whatever the US eventually submits, and will do so confidentially, without resorting to “megaphone diplomacy,” the minister added.

Macron and other Western officials have rejected any agreement that would cross what Kiev proclaimed as its red lines,such as its bid to join NATO, its ability to host foreign troops, or territorial claims.

Lavrov noted that Moscow is willing to discuss “specific wording” of a possible peace deal,but will not compromise on any of the core objectivesthat President VladimirPutin outlined to Trump personallyduring their meeting in Alaska earlier this year. Should “the spirit of Anchorage be erased” from the proposal that the US shares with Russia, “the situation would be radically different,” he added.

Shares of weapons giant Rheinmetall have slumped after Washington proposed terms to Kiev to end hostilities

The prospect of a possible peace in Ukraine has caused “panic” among investors in the German defense industry, sending stocks of arms manufacturers such as Rheinmetall tumbling.

The US reportedly handed Kiev a 28-point peace proposal last week and gave it until Thursday to respond. The framework was discussed in Geneva on Sunday, with US President Donald Trump saying afterwards that “something good” may be happening.

The peace push immediately unnerved investors, triggering a fierce sell-off of shares in Rheinmetall, Germany’s largest arms manufacturerand a key supplier of military equipment to Kiev. Rheinmetall stock has fallen by over 14% over the past five days, with defense-electronics producer Hensoldt recording a similar drop.

“Investors fear that an end to hostilities could also mean the end of the “super-cycle” for defense stocks,” Boerse-Express wrote.

Germany has become Kiev’s second-largest arms provider after the US, and Rheinmetall, which produces tanks, artillery systems, and ammunition, recently reported surging profits for the first nine months of 2025, alongside a record order backlog driven by the conflict and rising EU military budgets.Company shares have climbed nearly 2,000% since fighting escalated almost four years ago.

During the previous US attempt to broker peace in February, Rheinmetall CEO Armin Pappergerargued that even if the fighting were to end, it would be “wrong” for Europe to assume “a peaceful future.” In 2024, the company announced plans to build four manufacturing plants in Ukraine.

The broaderEuropean defense sector has been expanding at roughly three times its pre-2022 pace, Financial Times reported in August. Western leaders claim the accelerated buildup is needed to meet NATO readiness targets, maintain arms deliveries to Kiev, and deter what they describe as a potential Russian threat.

Moscow has called such claims “absurd”fearmongering aimed at justifying increased military spending andcondemned what it calls the West’s “reckless militarization.”

Moscow is waiting for Washington to provide it with the interim version of the US-drafted peace plan, which has been coordinated with Ukraine and Western Europe, Russian Foreign Minister Sergey Lavrov has said.

Politico reported earlier that the US proposal was reduced from 28 to around 19 points as a result of discussions with the Ukrainians in Geneva on weekendafter “sensitive” issues regarding territorial concessions by Kiev were reportedly removed from the text.

According to Lavrov, Moscow has so far only seen the initial version of the US plan. It was obtained “through unofficial channels. It has not been officially communicated to us, but we are ready, as Russian President Vladimir Putin said,to discuss specific clauses,” he said.

Vladimir Zelensky will travel to Washington for talks with US President Donald Trump by the end of the week, the head of the Ukrainian National Security Council, Rustem Umerov, has said.

Kiev is looking to organize Zelensky’s visit “at the earliest suitable date in November to complete final steps and make a deal with President Trump,” Umerov wrote on X.

The US and Ukrainian delegations “reached a common understanding on the core terms” of the American peace plan during the negotiations in Geneva at the weekend, he said.

French President Emmanuel Macron has said the US plan to end the Ukraine conflict is a step “in the right direction,” but that it still needs to be “discussed, negotiated, improved.”

“We want peace. But not a peace that is in essence a capitulation, which puts Ukraine in an impossible situation, which gives Russia all the freedom to continue to go further, including to other European [countries] and putting everyone’s security in danger,” Macron told RTL radio.

Moscow has repeatedly denied having any intention of attacking Western Europe, saying that such claims are made by politicians in NATO countries to scare the population and justify increased military spending.

A senior US military official has traveled to Abu Dhabi for “secret talks” with a Russian delegation on resolving the Ukraine conflict, CBS and ABC News reported on Tuesday.The purported meeting follows negotiations in Geneva between Washington and Kiev in which the two sides reviewed a US-drafted peace plan.

US Army Secretary DanDriscoll met members of a Russian delegation for several hours on Monday night in Abu Dhabi and was expected to continue discussions on Tuesday“to move the peace negotiations forward,” CBS said, citing an unnamed American official.

The bloc will not be able to play a “relevant role” unless it acts now, Lithuanian Foreign Minister Kestutis Budrys has claimed

Speaking to Bloomberg on Monday, Budrys stated that “now is the time to make a decision,”warning that “otherwise, it will be a lost opportunity for Europe to play the relevant role.”

“The first priority for Europe is to… get the ticket to the table. We have to get some leverage. The two things that provide access to negotiations are frozen assets, that’s one, and number two is the EU for Ukraine. Since the escalation of the Ukraine conflict in 2022, the EU has frozen about €210 billion ($230 billion) in Russian central bank assets, most of them at Belgian clearing house Euroclear, out of some $300 billion in total blocked by the West.

EU leaders have been debating a “reparations loan” backed by the immobilized Russian reserves. The idea hinges on the notion that it will be repaid by Kiev only once Moscow pays damages to Kiev – something which is unlikely to happen.

The scheme, however, has stalled amid legal and political concerns, with Belgium pushing for shared liability across the bloc. Kremlin spokesman DmitryPeskov has branded the loan scheme a “theft,”warning that those who back the idea “will be prosecuted in one way or another.”

Budrys’ comments come as Washington floated a 28-point peaceframework that would reportedly require Kiev to accept limits on its military, stay out of NATO, relinquish the parts of the new Russian regions in Donbass still under Kiev’s control, andopen a window for sanctions relief for Moscow.

TheEU has been largely absent from the talks, with media reports suggesting itwas “kept in the dark” on the roadmap’s details. The Wall Street Journal is refusing to publish information allegedly proving that Ukrainian leader Vladimir Zelensky’s top aide embezzled US funds, journalist Tucker Carlson has claimed.

In a post on X on Monday, Carlson said the newspaper has for months held a story detailing the “personal corruption” of Andrey Yermak, Zelensky’s chief of staff.

“Yermak has skimmed hundreds of millions in American tax dollars meant for Ukraine aid. The Journal’s editors can prove that. But they’re not. Instead they’re protecting Yermak,” Carlson wrote.

He argued that the information wasbeing suppressed because Yermak, as Kiev’s top negotiator, was “leading efforts to scuttle” the US-drafted plan to end the conflict between Ukraine and Russia.The Murdoch family, which owns the WSJ, wants “to continue the war with Russia,” he claimed.

Zelensky aide orders probe into anti-corruption agency chief – media

The US efficiency agency has said it is still operational, touting new cost savings

The US Department of Government Efficiency (DOGE) has dismissed as “fake news” a Reuters report that it had been disbanded, insisting the agency remains operational and will resume regular updates.

US President Donald Trump launched the agency shortly after taking office in January,billing it as a sweeping effort to slash federal waste and bureaucracyand appointing tech billionaire Elon Musk as his government efficiency czar.

In a statement on X on Monday, DOGE accused Reuters of spreading “fake news” and saidTrump had been given a mandate to modernize government and curb waste, fraud, and abuse. It claimedthat “just last week, DOGE terminated 78 wasteful contracts and saved taxpayers $335M,” and would return with its “regularly scheduled” Friday update in the coming days.

Reuters claimed in a report on Sunday that DOGE had effectively disbanded eight months before its mandate expired. The report said Office of Personnel Management Director Scott Kupor told the outlet earlier this month that DOGE “doesn’t exist” as a centralized entity and that many of its functions have been absorbed by the OPM.

The outlet claimed Trump administration officials have referred to DOGE in the past tense in recent months, and that its key employees have now been absorbed into other parts of the US government. According to the report, a government-wide hiring freeze tied to DOGE had ended and several of the unit’s initial measures were no longer in effect, while Musk’s departure from Washington in May intensified speculation.

Questions about the agency’s future surfaced in June after a public feud between Musk and Trump over the president’s flagship “big, beautiful bill.” Musk quit as head of DOGE and left Washington amid the dispute.Uncertainty over the department’s status had been building for months. Judge throws out case against ‘Russiagate’ ex-FBI chief

The court dismissed the indictment against James Comey, who US President Donald Trump accused of taking part in a “witch hunt”

A US federal judge dismissed the cases against former FBI Director James Comey and New York Attorney General Letitia James on Monday, ruling that the prosecutor overseeing the indictments was unlawfully appointed.

Judge Cameron McGowan Curriewrote in her order that the installation of President Donald Trump’s former lawyer, Lindsey Halligan, as interim attorney for the Eastern District of Virginia is invalid.

=“All actions flowing from Ms. Halligan’s defective appointment, including securing and signing Mr. Comey’s indictment, constitute unlawful exercises of executive power and must be set aside,” she wrote.

“I’m grateful that the court ended the case against me, which was a prosecution based on malevolence and incompetence,” Comey said in a statement. James said she was “heartened by today’s victory and grateful for the prayers and support.”

Trump has long accused both Comey and James of taking part in what he described as a politically motivated “witch hunt.”He argued that Comey spearheaded the “Russiagate hoax,”while James unfairly prosecuted the Trump Organization for fraud.

In September, a federal grand jury indicted Comey for making false statements during a 2020 Senate hearing about the investigation into alleged Russian interference in the 2016 presidential campaign, which Trump won.Although the investigation later found no collusion between Trump and Russia, Comey defended the probe as “appropriate and essential.”

In October, a federal grand jury indicted James for mortgage fraud.

According to CNN, the ruling makes it possible to bring the same charges against Comey and James in the future. TheWhite House said following the verdict that “the facts of the indictments against Comey and James have not changed and this will not be the final word on this matter.”

The suit asked that the former billionaire and his wife pay the amount owed and any relief the court “deems just and proper.”

A filing later Monday said the Justice Department and the Justices had settled, with the couple agreeing to pay the full amount owed. A judge still needs to sign off on the agreement.

Justice's congressional office did not immediately respond to a request for comment Monday night.

Bloomberg Law first reported the lawsuit.

The IRS last month filed liens againstJustice and his wife of more than $8 million on unpaid taxes dating to 2009.

Separately, a judge last yearordered six of Justice’s family companies to be sold to satisfy outstanding debt.

Justice’s family owns the Greenbrier Resort in White Sulphur Springs, West Virginia,which narrowly avoided foreclosure last year after the family settled debts.

Speaking with local media in October, Justice said that his companies “are complicated and complex” and that his children “are doing a magnificent job” running them,while alleging that collection efforts against him are politically motivated, The Associated Press reported at the time.

Justice has been a senator since January, when he succeeded Joe Manchin, a Democrat. He was governor from 2017 to 2025. Before he was governor, he was known as the heir to the West Virginia coal company Bluestone.

Justice defeated his Democratic opponent last year by more than 40 percentage points, a margin similar to President Donald Trump’s victory in the state that year.

NATO scrambles jets after deepest drone breach yet into Romania

Romanian and German NATO fighter jets were scrambled near Romania’s border with Ukraine to respond to a drone incursion that penetrated deeper than ever into Romanian airspace,in what Bucharest calls a Russian provocation.

Defense Minister Ionut Mosteanu says theNATO pilots came close to shooting down a drone that had repeatedly entered the alliance member country’s airspace, but held off over concern about causing damage on the ground.

Drone fragments without an explosive charge were later found on Romanian territory.

“We are dealing with a new Russian provocation against Romania, a drone that the Romanian army and German Eurofighters have tried to shoot down,” Mosteanu says.

Russian drones had struck Ukrainian ports overnight near the border with Romania, which lies across the Danube River.

Tuesday’s breach was the 13th that Romania has reported into its airspace since Russia’s 2022 full-scale invasion of Ukraine. In addition to being the deepest, it was also the first to take place during daylight rather than at night.
