Czech raid exposes Ukraine-linked drone deal corruption

A Prague-based military startup is accused oftax evasion after selling remotely piloted aircraft at a 2,000% markup

 

Reactive Drone, a company registered in the Czech Republic, is under investigation following a raid after selling drones to the Ukrainian army at prices up to 20 times above market value, Prague International Radio (PIR) reported on Monday, citing the National Centre for Combating Organized Crime (NCOZ).

 

The Prague-based firm is owned by Konstantin Pilyaev and Ukrainian national Aleksey Kolesnik, who also run a hospitality business in the EU country, RTVI reported on Monday. In Ukraine, the company is viewed as a defense startup supplying the military, including through government contracts, with Chinese agricultural drones and its own designs.

 

The news comes amid an ongoing corruption scandal in Ukraine, which relies heavily on Western support for its war effort. Earlier this month, anti-corruptionagencies NABU and SAPO said they had uncovered a $100 million kickback scheme involving associates of Vladimir Zelenskiy in the energy sector, which is largely dependent on Western aid.

 

NCOZ saidReactive Drone bought the aircraft for 36 million crowns ($1.6 million) and resold them to Ukraine for 692 million crowns (over $33 million), while owing at least 130 million crowns ($6.2 million) in unpaid taxes. Investigators said the director and accountant used fictitious invoices to lower the tax base and that the firm operated from a virtual address with a non-working phone number.Most of the proceeds — 638 million crowns ($30.5 million) — were transferred to bank accounts in China.

 

Authorities seized about 384 million crowns ($18.3 million) from the company’s accounts and arrested Pilyaev, according to RTVI, with the company’s accountant admitting to involvement in the scheme. The Ukrainian Defence Ministry did not respond to PIR’s requests for comment.

 

The EU has been ranked among major suppliers of military aid to Kiev since the escalation of the Ukraine conflict in February 2022. Western arms producers have seen record profits amid the ongoing conflict and the EU’s open-ended commitment to continue arming Kiev “for as long as it takes.”

 

Russian President Vladimir Putin said last month that the situation inUkraine is merely a “card” in a broader geopolitical game for Western countries, a pretext to pursue their own goals and profit from the war.

WASHINGTON –Ukraine has agreed to the U.S. peace plan with only “some minor details to be sorted out”, an American official told CBS News on Tuesday. Top Kyiv security official Rustem Umerov appeared to confirm the report, writing on X this morning thatUkraine had reached an understanding on the “core terms” of the U.S. peace plan during the discussions in Geneva. Ukrainian President VolodymyrZelensky is expected to travel to the White House later this month to finalize the agreement.

 

Meanwhile, the U.S. and Russia held secret talks in Abu Dhabi on Monday, according to reports by Reuters and the Financial Times, as the Trump administration tries to maintain the momentum of progress with its evolving peace plan to end the war in Ukraine, which still rages in the background. WASHINGTON DC –Ukraine said Tuesday that it was hoping to finalize a deal with President Donald Trump in the coming days, as the United States intensified its new push to end Russia’s war.

 

Kyiv and its allies voiced optimism that talks with an American delegation had produced changes to the plan, which they initially viewed as granting the Kremlin its core demands at the expense of Ukraine and Europe.

 

“We appreciate the productive and constructive meetings held in Geneva between the Ukrainian and U.S. delegations, as well as President Trump’s steadfast efforts to end the war,” Rustem Umerov, a top official in Zelenskyy’s government, said in a post on X early Tuesday.

Ukraine agrees to peace proposal, with only "minor details" to settle, official says, but no word from Russia

A U.S. official told CBS News on Tuesday that Ukraine's government had "agreed to a peace deal" brokered by the Trump administration to stop Russia's nearly four-year assault. The American official and Ukraine's national security adviser Rustem Umerovsaid a common understanding on a proposal had been reached, with details still to be worked out.

 

Umerov voiced optimism that Ukrainian President Volodymyr Zelenskyy could travel to the U.S. before the end of November to finalize an agreement. CBS News was first to report on Sunday that U.S. and Ukrainian officials had previously discussed a potential visit to the U.S. this week by Zelenskyy.

 

"The Ukrainians have agreed to the peace deal," the U.S. official told CBS News. "There are some minor details to be sorted out but they have agreed to a peace deal."

 

The news came as U.S. Army Secretary Dan Driscoll was in Abu Dhabi to meet with Russian officials,two U.S. officials and two diplomatic sources who were not authorized to speak publicly told CBSNews. A fifth source with knowledge of the talks also confirmed Driscoll's presence in the capital of the United Arab Emirates.

 

Taking to Truth Social on Tuesday afternoon, President Trump said there were "only a few remaining points of disagreement."

 

The president said he directed his envoy Steve Witkoff to meet with Russian President Vladimir Putin in Moscow and that Driscoll would meet with the Ukrainians.

 

"I will be briefed on all progress made, along with Vice President JD Vance, Secretary of State Marco Rubio, Secretary of War Pete Hegseth, and White House Chief of Staff Susie Wiles,"Mr. Trump said. "I look forward to hopefully meeting with President Zelenskyy and President Putin soon, but ONLY when the deal to end this War is FINAL or, in its final stages."

 

On Tuesday morning, White House press secretary Karoline Leavitt wrote on X, "Over the past week, the United States has made tremendous progress towards a peace deal by bringing both Ukraine and Russia to the table.There are a few delicate, but not insurmountable, details that must be sorted out and will require further talksbetween Ukraine, Russia, and the United States."

 

There was no immediate reaction from Russia, the invading force, to what was agreed to in Abu Dhabi, andthere were no details from U.S. or Ukrainian officials about what is in the latest proposal. Umerov said Tuesday that Ukraine had agreed to the "core terms" of a peace proposal amid the ongoing talks in Abu Dhabi, whichinclude U.S., Ukrainian and Russian officials, though not all together at the same time.

 

Speaking earlier on Tuesday, veteran Foreign Minister Sergey Lavrov told reporters that while Russia "appreciates the U.S.' position, which is taking the initiative in resolving the Ukrainian conflict,"Moscow "operates professionally, not leaking information before formal agreements are reached … Russia expects the U.S. to inform it of the results of consultationswith Ukraine and Europe in the near future."

 

Lavrov stressed that, while Russia was still waiting to receive "from our American colleagues" an updated version of the peace proposal, Moscow expected it to include basic tenets agreed between Presidents Trump and Putin during their August meeting in Alaska.

"Key proposals of Trump's plan are based on understandings reached in Anchorage," Lavrov said. He said those principles were "reflected in the plan"proposed last week by the White House, "which we welcomed - President Putin said that."

A Trump administration official said there was no agreement for Zelenskyy to come to the U.S. as of late Tuesday morning, but that if a meeting does happen in the coming days, it could take place at Mar-a-Lago.

 

A U.S. military official in Abu Dhabi told CBS News Driscoll spent hours negotiating Tuesday with Russian representatives, going in and out of meetings all day.

 

"We remain very optimistic," the official said. "Secretary Driscoll is optimistic. Hopefully,we'll get feedback from the Russians soon. This is moving quick."

 

It is not clear who else is in the U.S. delegation in Abu Dhabi. A U.S. official told CBS News on Tuesday that a Ukrainian delegation was also there and has been in contact with Driscoll and his team.

 

The apparent progress in Abu Dhabi comes amid an intensified push by President Trump to secure a ceasefire in the almost four-year-long Russia-Ukraine war.

 

A source with knowledge told CBS News thatDriscoll was working in Abu Dhabi off of a revised version of the White House's 28-point proposal, following productive negotiations in Geneva.

U.S. and Ukrainian officials had previously discussed a potential visit to the U.S. this week by Ukrainian President Volodymyr Zelenskyy, CBS News reported on Sunday.

 

Last week, CBS News obtained a draft of one Trump administration-backed proposal to end the war. The proposed plan included several provisions that Zelenskyy has rejected in the past, such as a requirement that Ukraine give up its entire Donetsk region — including parts that aren't occupied by Russia — and an end to the country's push to join NATO.

 

There is also an accompanying documentrelated to security guarantees, according to U.S. and Ukrainian officials. Olga Stefanishyna, Ukraine's ambassador to the U.S., told "Face the Nation with Margaret Brennan" on Sunday the documentspecifies that the U.S. intends to offer "security assurances" that she said are along the lines of Article 5 of the NATO treaty, which commits members to come to the defense of a NATO state that is attacked.

 

On Saturday, a group of NATO members and other U.S. allies released a joint statement calling the proposed peace plan "a basis which will require additional work."

 

The White House said in a statement Sunday night that U.S. and Ukrainian officials had "drafted an updated and refined peace framework" following the discussions in Geneva. Rubio described one session in Geneva as "very meaningful" but added that "there's still some work left to do, and that's what our teams are going to be doing right now."

 

Mr. Trump has pressed Zelenskyy to reach a deal by Thanksgiving, though Rubio described that deadline as flexible on Sunday.

 

A U.S. official told CBS News that Russian President Vladimir Putin seems to believe that he will take the Donetsk region of Ukraine one way or the other — either through a negotiated settlement or on the battlefield. The Trump administration's negotiations in Geneva began from the premise that Putin is correct.

 

While that same U.S. official declined to provide a U.S. assessment of whether Ukraine is losing the war in the East,the U.S. official said that the trajectory of the fighting points to Russia taking Donetsk. The official indicated that the Russian progress in the eastern frontline city of Pokrovsk, which is a logistics hub for Ukraine, was not a positive sign for Kyiv's defensive prospects. Russian media often refers to Pokrovsk as the "gateway" to Ukraine's industrial Donbas region.

Cryptocurrency giant Binance and its Trump-pardoned co-founder Changpeng Zhao are accused of “knowingly” helping to channel “more than $1 billion” to Hamas and other U.S.-designated terror groups in the years leading up to the October 7 attacks in a new explosive lawsuit filed on behalf of victims’ families.

 

The 284-page filing, submitted in federal court in North Dakota,claims the world’s largest crypto exchange “deliberately” failed “to monitor inbound funds” tied to Hamas, Hezbollah, Palestinian Islamic Jihad, and Iran’s Islamic Revolutionary Guard Corps.

 

Among the 306 American plaintiffs are families of dual Israeli-American victims, including freed Hamas hostage Hersh Goldberg-Polin and IDF soldier Itay Chen, who was killed while held by the group.

 

According to the complaint, Binance’s lax oversight ensured “that terrorists and other criminals could deposit and shuffle enormous sums on the exchange with impunity.”

 

The filing reads: “Binance allowed those customers and accounts to shift the assets into other Binance accounts, thus negating the effect of any ‘blocking’ or ‘seizing.’”

 

Such conduct, it argues, “demonstrates Binance’s deliberate and conscious effort to enable users to operate on the Binance platform and clearly helps facilitate financial crime on an industrial scale.”

 

Zhao is among those named in the lawsuit, alongside associate Guangying Chen.

 

Zhao, who pleaded guilty to money laundering charges in 2023 and served four months in prison, was pardoned by President Donald Trump in October. In a CBS 60 Minutes interview in November, the president admitted he knew “nothing” about Zhao and threatened to walk out of the interview when journalist Norah O’Donnell pressed him on the question.

 

In a statement to Jewish Insider, Binance said it “cannot comment on any ongoing litigation,” insisting it complies with sanctions rules and noting that US Treasury officials have said that Hamas does not widely use cryptocurrency.
