Last night the provenance of the image was questioned and researched. Google Lens originally came up with the photographer's name. Later, there was a detraction stating that the man on a stretcher image was from a previous incident.

Google Lens now says the image source is unknown:

News coverage of the event mentions one witness, an ABC News photographer named Chris Plater, who filmed the first response moments after the shooting from the ground, but he is not credited with this specific aerial photo.
