Only when applying for the program.
Once accepted, they give you basically a debit card that gets refilled each month. Just swipe the card when paying for food (no alcohol), enter your pin number, and away you go. No ID check.

Not really.
Membership stores like Costco or Sam's Club NEVER check the photo ID on the card when you enter the building. I've flashed cards that expired years ago and still got inside no problem.
Of course, you cannot make any purchases without a current membership card, but you can still walk around the building and get a cheap lunch at the food stand.
