After twenty years of chasing the paper trails, survivor testimonies, declassified files, and living practitioners, the most accurate description is:

 

A decentralized, self-replicating toolkit that was deliberately seeded in the 1960s–early 1970s by a handful of overlapping, conscious loci—then allowed (and sometimes quietly encouraged) to evolve on its own because the emergent outcomes kept serving power anyway.

 

So: initial top-down seeding → rapid mutation into an autonomous, polycentric organism → persistent loose coordination only when specific elite interests require it.

It was a small enough scene that everyone knew everyone.

That’s why you can’t find “the committee.”

There isn’t one permanent committee—only recurring clusters of intelligence, corporate, and ideological actors who notice the toolkit is drifting and give it a nudge (funding, media, policy) so it keeps serving the same meta-function: convert revolutionary energy into something manageable, whether that’s inward-gazing yuppies in the 1980s or prepping-but-patient patriots in the 2020s.
