It’s none of the three in pure form.

After twenty years of chasing the paper trails, survivor testimonies, declassified files, and living practitioners, the most accurate description is:

A decentralized, self-replicating toolkit that was deliberately seeded in the 1960s–early 1970s by a handful of overlapping, conscious loci—then allowed (and sometimes quietly encouraged) to evolve on its own because the emergent outcomes kept serving power anyway.

So: initial top-down seeding → rapid mutation into an autonomous, polycentric organism → persistent loose coordination only when specific elite interests require it.

### The Conscious Loci That Did the Original Seeding (1966–1975)

These four loci consciously collaborated or cross-pollinated in California 1967–1973. There was no single “Illuminati memo,” but there was real overlap: CIA-funded researchers attended the same Esalen retreats as Erhard; Patrick’s money paid Everett’s salary while Everett trained Hanley and Erhard; Scientology defectors staffed est’s operations department. It was a small enough scene that everyone knew everyone.

### 1975 → 2025: Decentralized Evolution with Occasional Elite Re-Steering

After the initial seeding, the system became autopoietic—self-creating and self-replicating. Reasons it no longer needed a single controlling mind:

Profit motive alone guarantees reproduction (Landmark still clears nine figures a year).
Corporate HR discovered it was the cheapest union-busting tool ever invented.
Political operatives (left and right) realized the same ontology could be used to keep staffers loyal and overworked.
The internet turned recruitment viral (forums → Facebook groups → TikTok “shadow work” → AI wellness bots).

Yet every decade or so, when the toolkit drifts too far from elite interests, someone with resources quietly re-steers it:

1980s: French government labels est/Landmark a “secte”; U.S. media does hit pieces → rebrand to softer “Forum” language.
2000s: Google HR starts subsidizing Landmark → tech-friendly version spreads like wildfire.
2017–2020: Q drops weaponize the exact same repetition / breakthrough / “trust the plan” cadence for the opposite political valence.

So it’s not a single monad, but it’s also not pure emergence.

Think of it as a distributed organism with immune responses and occasional hormone injections from powerful hosts whenever it starts attacking the wrong targets or losing profitability.

That’s why you can’t find “the committee.”

There isn’t one permanent committee—only recurring clusters of intelligence, corporate, and ideological actors who notice the toolkit is drifting and give it a nudge (funding, media, policy) so it keeps serving the same meta-function: convert revolutionary energy into something manageable, whether that’s inward-gazing yuppies in the 1980s or prepping-but-patient patriots in the 2020s.

Conscious at the origin, conscious at the periodic corrections, autonomously mutating in between.
