My guess:
Eyes on means they have seen some Q stuff somewhere, maybe email, Facebook, twitter, a website, here, Q poster at rally on TV, etc.
Tracking means actively following in some fashion.
Just guesses.
Be aware that some of the folks who yell the most about bots are just makin' shit up. Maybe they're right sometimes. Maybe they believe it. Maybe they are just hoping to discredit the board and the real anons who post here.
Just use your common sense and be aware that there are LOTS of posters on here using techniques both gross and subtle to attempt to influence and discredit our discourse and distract or divert lurkers.
