The Interior Ministry claimed Aleksandre Elisashvili had broken into the building at dawn by smashing a window with a hammer, before pouring gasoline and attempting to set the court chancellery building alight.
In a statement posted on its Facebook page, the ministry stated Elisashvili, a former opposition MP, was carrying a firearm and injured a court bailiff during his arrest.
It published video footage which showed a handgun lying on the ground and a smashed window.
Elisashvili, 47, is a founder of the Citizens party, which is part of the Lelo-Strong Georgia coalition, one of Georgia’s three main opposition groups.

Satanic child sex abuse ring is busted by police in Australia
A Sydney-based satanic child sex abuse material ring has been busted by police, who have charged four men over their alleged involvement.
Among those charged is Landon Ashton Versace Germanotta-Mills, 26, who was arrested at an apartment in Waterloo in the city of Sydney on Thursday
Police allege Germanotta-Mills played a leading role in the paedophile network, which traded shocking abuse material.
Detectives from the sex crimes squad established Strike Force Constantine to investigate the online distribution of child sexual abuse material involving ritualistic or satanic themes.
During the investigation, police uncovered the Sydney-based network which was actively involved in possessing, distributing and facilitating the material via a 'website administered internationally'.
Detectives, along with the riot squad, executed six search warrants on Thursday in Waterloo, Ultimo and Malabar.
Germanotta-Mills, a self-appointed independent investigative journalist, was arrested in a zebra-print outfit, covering his face with a blue beanie.
He was charged with child abuse offences including seven counts of using a carriage service to make child abuse available, use carriage service to access child abuse material, three counts of possessing child abuse data-use carriage service, two counts of disseminating bestiality material and possessing bestiality material.
The 26-year-old founded the Underground Media Network - an outlet described as an 'independent Australian investigative journalism platform committed to exposing institutional failures and the misuse of power'.
According to the Underground Media Network's website, the outlet investigates issues including police corruption and child protection.
Three other men were also arrested at a unit block in Malabar and charged over their alleged involvement in the paedophile network.
Stuart Woods Riches, 39, was charged with possessing child abuse material, possessing bestiality material, using a carriage to access child abuse material, five counts of failing to comply with reporting obligations and two counts of possessing a prohibited drug.
Mark Andrew Sendecky, 42, was charged with possessing child abuse data-use carriage service, using a carriage to access child abuse material and possessing child abuse material.
Benjamin Raymond Drysdale, 46, was charged with using a carriage service to make child abuse available, two counts of contravening a prohibition order, two counts of failing to comply with reporting obligations and possessing a prohibited drug.
Germanotta-Mills faced court on Friday and was refused bail. He is set to appear in the Downing Centre on January 29.
Riches, Sendecky and Drysdale also faced court on Friday with all three making no applications for bail.
They are also set to appear in the Downing Centre in January.

Speculation that the Olympic, which was damaged in a 1911 collision with the HMS Hawke, a British warship, was sunk in place of the Titanic as part of an insurance fraud scheme to build an entirely new boat with the Titanic’s policy also doesn’t hold up, in part because the Titanic wasn’t insured for its full construction value. The ship cost $7.5 million to build, but was insured only for $5 million, meaning that its sinking was a financial loss.
The murderous claim that the Titanic was sunk to kill three powerful men opposed to the creation of the Federal Reserve — Benjamin Guggenheim, Isidor Straus and John Jacob Astor — also has no foundation. Straus spoke favorably of the central banking system on multiple occasions and there is no known public record of Guggenheim or Astor’s views on the matter. Plus, there would have been no guarantee that all three men would have died.

Due to the financial blow suffered from collision, the White Star Line was eager to get Olympic back into service and diverted workers from the still-under-construction Titanic to help with the repairs.

The collision took place as Olympic and Hawke were running parallel to each other through the Solent. As Olympic turned to starboard, the wide radius of her turn took the commander of Hawke, William Frederick Blunt, by surprise, and he was unable to take sufficient avoiding action. Hawke's bow, which had been designed to sink ships by ramming them, collided with Olympic's starboard side near the stern, tearing two large holes in Olympic's hull, above and below the waterline, resulting in the flooding of two of her watertight compartments and a twisted propeller shaft. Olympic settled slightly by the stern, but in spite of the damage was able to return to Southampton under her own power; no one was killed or seriously injured. To return her to service as soon as possible, Harland & Wolff again had to pull resources from Titanic, delaying her maiden voyage by three weeks, from 20 March to 10 April 1912.

On 10 November 2015, two nephews of Cilia Flores, Efraín Antonio Campos Flores and Francisco Flores de Freitas, were arrested in Port-au-Prince, Haiti by local police while attempting to make a deal to transport 800 kilograms of cocaine destined for New York City and were turned over to the US Drug Enforcement Administration (DEA) where they were flown directly to the United States. Campos stated on the DEA plane that he was the step son of President Maduro and that he grew up in the Maduro household while being raised by Flores. The men traveled to Haiti with Venezuelan diplomatic passports but did not have diplomatic immunity according to former head of DEA international operations Michael Vigil. The two were previously monitored and filmed by the DEA between October and November 2015 after they contacted a DEA informant for advice on trafficking cocaine and brought a kilogram of cocaine to the informant to show its quality. The incident happened at a time when multiple high-ranking members of the Venezuelan government were being investigated for their involvement of drug trafficking.
On 18 November 2016, Flores' two nephews were found guilty of trying to ship drugs into the United States so they could "obtain a large amount of cash to help their family stay in power".

Hassan Jhangur, 25, hit five people with his Seat Ibiza when he arrived at his sister’s wedding reception, where a fight had broken out between the two families.
Sheffield Crown Court heard Jhangur first drove into the father of the rival Khan family, who was standing in the street, throwing him over the vehicle’s bonnet.
He then crashed into a group of four people, including Chris Marriott, 46, who was out for a post-Christmas walk with his wife and two sons and had stopped to help one of Jhangur’s sisters as she was lying in the road.
Jurors heard Mr Marriott, a devout Christian, was killed, and three others were injured, including off-duty midwife Alison Norris and Jhangur’s own mother and sister.
The defendant then got out of the car and stabbed his new brother-in-law, Hasan Khan, several times.
The court heard he later told officers at the police station: “That’s why you don’t mess with the Jhangurs.”
