It doesn't fit. McCarthy blamed everything on Russians, so that would seem to be aimed at Dems, not Trump. McCarthy must be a code for something specific.

I know the history, but in JC's context he's saying McCarthy is a rat and weasel, hence no schools or streets. But he led the "witch hunt" so that doesn't fit for Trump, and he called the other side Russians, which is what the Dems are doing. If he was using the version you describe, it'd be more positive in nature.
Because it is the opposite of what he means, I believe it's a codename for something specific. Red_Red?
in that context it makes sense. To me it stands out for other reasons though. We'll see :)
