According to court documents, on November 24, New Castle County Police Department officers initiated a traffic stop on Luqmaan Khan of Wilmington. During the stop, Khan resisted arrest and was taken into custody. Within the vehicle, officers discovered a firearm, ammunition, and a composition notebook. In the handwritten notebook, Khan discussed additional weapons and firearms, how they could be used in an attack, and how law enforcement detection could be avoided once an attack was carried out.
