In general, MPD did not advance one, overarching reason the officers declined to arrest gun suspects. But the department’s lawyers and internal investigations argued repeatedly that this practice started when two sergeants—Brittany Coleand Adam Weiss—assumed supervision of the unit in the spring of 2022. (Kelly confirmed as much in his testimony; prosecutors investigated both sergeants as part of their criminal probe, as well as the lieutenant overseeing the CST, Arthur Davis.)
