The individual bits of information, in the manner in which they were expressed, would not be classified. We are supplying a bit of reasoning that connects the pieces of information (questions) into a consistent canvas. One of the rules on classified info is the "keystone principle". This principle states that individual pieces of information don't have to be classified so long as the most critical piece of information that assembles all the others remains classified.

For example if there are plans for building a certain weapon system, there are many mechanical and electrical parts, which individually are not classified. How to build the factory. How to test the machines. What the software needs to do. etc. All can be not classified. But one critical piece of info, how to assemble it all together so that it functions as a weapon, will be designated the keystone and will be highly classified.

Consider the analogy between the unclassified parts of a complex weapon system plus a keystone, and Q's crumbs. Maybe how to decode the clock is the keystone and when it's provided we'll be able to put everything together. It can be withheld until POTUS decides to release it.
