when i worked in LA area childrens hospital we called the cerebal palsy affected children (low 02 levels during birth) Mentally Retarded Cerebal Palsy
MRCP was what we gave in report, no one was looking down on the children, quite the opposite.
When I moved to San Diego, they called them Developmentally Delayed Cerebal Palsy, DDCP in report.
Same diagnosis, two perspectives, retarded = delayed
