I don't know enough to say for certain what commercial limitations and applications AI should have, but AI capability being limited only really hurts decentralized AI the people can possess. Just like you can't have an artist that's incapable of drawing something inappropriate you can't have a general AI that's incapable of drawing CP. I'd get a good laugh if the first thing general AI did was post some generated CP somewhere and blackmail it's creator.
