Multiple national news outlets published reports on Monday citing whistle-blower allegations about fraud and corruption by the Maine-based Gateway Community Services first reported by The Maine Wire.

 

NewsNation and The Hill ran reports on December 8 based on interviews with former Gateway Community Services (GCS) employee Christopher Bernadini, who first spoke with The Maine Wire earlier this year, leading toan exclusive report in May that other Maine news outlets chose to ignore, in part perhaps due to the Lewiston-based groups close ties to senior Democratic lawmakers in the state.

 

GCS has been found liable for nearly a million dollars worth of erroneous billing to MaineCare, the state’s Medicare agency, in an unsettling precursor to revelations about the fraudulent theft of a billion dollars from similar taxpayer-funded sources in Minnesota, leading to 80 indictments – all but eight of which charge ethnic Somalis.

 

Abdullahi Ali, founder and CEO of GCS, ran for president of Jubaland, a semi-autonomous region of Somalia, last year and publicly boasted at the time in Somali media of funding a militia there with proceeds “earned” in the United States.The Maine Wire’s reports on this scandal also fell on the willfully deaf ears of mainstream media outlets in Maine.

Ali founded Gateway together with its former executive director and current State Representative Deqa Dhalac (D-South Portland), who sits on the Maine Legislature’s Appropriations Committee. Prominent Democrats in the state have called Republican gubernatorial candidate Bobby Charles a racist for calling out Rep. Dhalac as potentially complicit in GCS’ mismanagement.

“I just couldn’t fathom it — I thought we were helping people; I thought this was all on the up-and-up,” Christopher Bernardini told NewsNation about GCS, adding. “I have a passion for helping people and I thought that we were doing the right thing this whole time.”

 

Bernardini also told NewsNation he decided to come forward “when I saw how they were swindling people. When I had clients calling me to tell me their staff hadn’t shown up and I was told to bill those hours anyway. It just got worse and worse until I started really putting up a stink.”

 

In addition to the fraud allegations, GCS shares office space in Lewiston with New American outreach groups that played significant roles in voter turnout operations for area Democrats in recent elections, including Governor Janet Mills’ (D) 2022 re-election.

 

As the national media-storm surrounding Medicaid and COVID-19 funding fraud in Minnesota continues to intensify, more scrutiny of Maine’s opaque and suspect overlap between “non-profits” and political activism is likely to grow.

Portland mother and her 3 teen kids in ICE custody after detention by border agents in New York

Sixteen year-old Joel Andre and his family were taken into custody by Customs and Border Protection in Vermont. It's sent a ripple of fear and shock through the neighborhood pickup soccer community where he's been a fixture since 2024.

 

A Portland mother and her three teenage children are in immigration detention in Texas. They were detained by border agents in New York after trying to seek asylum in Canada.

 

The Congolese family was detained on November 12th at the Champlain Port of Entry, after the Canada Border Services Agency denied their asylum claim, according to a statement from a U.S. Customs and Border Protection spokesperson.

 

The family had firstentered the U.S. without authorization in 2022, according to the spokesperson. An immigration judge issued a deportation order for the family in February of this year, and their appeal was dismissed in October.

 

"To date, no member of the family unit has valid current or pending status changes with USCIS," the spokesperson said, referring to U.S. Citizenship and Immigration Services.

 

One of the children, sixteen year old Joel Andre, is a student at Deering High School, and a fixture of Portland's Kennedy Park neighborhood pickup soccer community.

 

"It really sent shockwaves through the KP community," said organizer Anthony Fiori.

 

Fiori said Joel first arrived on the soccer scene in 2024, and immediately made a strong impression.

 

"I was like, 'Whoa, this kid's skills are crazy,'" Fiori said.

 

Beyond his talent on the field, fellow organizer Matheus Santana said Joel's character has made him one the most well-liked and respected players in the community.

 

"Every single person that encounters him loves him, wants to be on his team," Santana said. "Not just because he's a good player, but because he's a fantastic teammate."

 

Fiori said he found out the family was in custody after seeing a GoFundMe page this week raising money for their legal fees. But he said Joel's friends had noticed him missing from school for about a week.

 

"So they were looking for him for like a whole week, very confused," he said. "Why is he not in school? Like, what's going on here? He's not one to, you know, skip school like that."

On Friday, a spokesperson for Portland Public Schools said the whole district was devastated by Joel's detention, and that of his sister, Casco Bay High School student Estafania Andre, adding that administrators and mental health professionals have been supporting students and staff.

 

"To have students in class one week and then suddenly gone the next is traumatic," the district said in a written statement. "We will continue to do all we can to support this family and others affected by immigration enforcement actions."

 

Joel and Estafania's older sister, Olivia Andre, is also in ICE custody.

 

But a spokesperson for Congresswoman Chellie Pingree's office said ICE confirmed that it was not involved in the initial arrest of the family, and that it was Customs and Border Protection that "took custody of the family and transferred them directly to Texas."

 

ICE's online detainee tracker shows the mother, Carine Balenda Mbizi, is currently being held in a family detention facility in Dilley, Texas. Pingree's spokesperson said her office has not been able to confirm whether the family is being detained together.

 

Online immigration court records indicate Mbizi was issued a deportation order in February, and that her appeal of that case was denied last month.

 

Meanwhile, the family's sudden absence is also being felt at their Jehovah's Witnesses congregation.

 

"Learning that they were detained was a surprise for me," said Douglas Mpay, an ordained minister, who said he helped support the family when they first arrived at the church. He said they've been valued members of the congregation.

 

"They are good people. They have a good influence, good friends in the community," he said. "Really, really nice people."

 

Mpay started a GoFundMe that has since raised over $27,000 to cover the family's legal fees.

More than 500 Portland-area high school students walked out of class Wednesday and marched through the city’s downtown in a coordinated protest against U.S. Immigration and Customs Enforcement (ICE), rallying in support of two classmates and their family who were recently detained by federal authorities.

 

Students from Portland’s public high schools and the private Waynflete School gathered in Monument Square before marching to City Hall, chanting slogans opposing ICE enforcement and calling for “justice” for the detained students.

 

Extra school buses were arranged to transport participants downtown.

 

The demonstration followed the detention of siblings Joel Andre, 16, and Estefania Andre, 14, along with their mother and older sister. The family, originally from the Democratic Republic of the Congo, had been denied asylum in Canada and later detained by ICE after their appeal was dismissed.

 

Student organizers from Casco Bay High School and Waynflete said the walkout was fueled by fear and frustration after news of the detentions spread across campuses. From the steps of City Hall, students described the siblings as well-liked members of the school community, with classmates sharing personal stories about their friendships and activities.

 

Teachers, community members, and local officials joined the group at City Hall, speaking in support of the family and urging protections for Portland’s immigrant community. The rally concluded with a group performance of “This Land Is Your Land” as students called for unity and solidarity.
