SUBJECT: President's Management Agenda
Federal statute requires the Office of Management and Budget (OMB) to coordinate priority goals to improve the performance and management of the Federal Government. OMB issues the President's Management Agenda (Agenda) to fulfill this requirement, and is releasing this updated Agenda during the first year of a new Presidential term, as required.
When President Trump took the oath of office on January 20, 2025, he inherited a Government with the largest number of civilian employees ever, the highest total spending ever, and the greatest amount of Government debt the country has ever seen. President Trump won the presidential election in 2024 with a mandate to reform Government and finally turn the corner on these accumulating perils. The President directed his Administration to identify billions of dollars in wasteful spending, millions of square feet of empty office space, and hundreds of thousands of employees in unnecessary roles. In his first months in office, President Trump already took bold and decisive actions to begin to reshape the Federal Government and end its weaponization against American citizens. This Agenda articulates key management reform objectives as priority goals, established by the President's Executive Orders and directives, while meeting the requirements set forth in statute.
Together, we will eliminate waste, ensure accountability, rebuild American industry, and deliver results for the American people. The Agenda will advance the President's America First priorities and instill a discipline in the Government to tirelessly deliver for the American people.
