Hugo Carvajal, the former head of Venezuelan military intelligence imprisoned in the United States, detailed in writing on Wednesday the full scope of the criminal network in which he admits to having participated for two decades. The document, received moments ago by President Donald Trump and now shared with ABC, constitutes the most extensive and direct confession to date from a former high-ranking official of the Chavista regime. In it, he describes how the so-called Cartel of the Suns, led by Nicolás Maduro, Diosdado Cabello, and other regime officials, operated as a transnational corporation dedicated not only to drug trafficking, but also to political infiltration in the United States and other countries, and to cooperation with foreign intelligence services, including those of the U.S.
According to sources connected to the case, Carvajal has offered to provide the Department of Justice with everything he knows about corruption networks related to "high-ranking former officials of the Spanish government," which could reach the U.S. Attorney's Office imminently. As the former director of Venezuelan military intelligence, Carvajal claims to possess detailed information about internal state operations and the dictatorship's recruitment of foreign collaborators. His associates maintain that he has made this material available to U.S. authorities as part of his cooperation strategy, which could open a related case.
In his written statement, which ABC is also publishing in full, Carvajal recounts that the Venezuelan regime collaborated for years with Russia and Cuba to spy on the United States. He asserts that Russian agents proposed intercepting submarine cables connecting the continent to the U.S., while Cuba directed espionage networks infiltrated into naval bases on the East Coast. He maintains that, for two decades, the regime sent spies to U.S. territory, some of them disguised as opposition members, and that even U.S. diplomats and officials facilitated Chávez and Maduro's continued hold on power.

Specifically, he has admitted to four criminal offenses in a U.S. court, where he was extradited in 2023.
"For twenty years, the Venezuelan regime sent spies into their country; many are still there, some disguised as members of the opposition. Cuban intelligence showed me their networks within their naval bases on the East Coast. They boasted of having sent thousands of spies for decades, some of whom have now become politicians," Carvajal states in his letter. Thus, he hints at the possibility of revealing the identities of infiltrated agents, or politicians on the payroll of the Venezuelan regime, who have been stationed for years in the U.S. and other countries.
Carvajal has offered to hand over to the Department of Justice everything he knows about corruption networks linked to "high-ranking former officials of the Spanish government."
ABC has seen some of the documentation that Carvajal and his advisors are making available to the White House, as well as handwritten notes from the prisoner, who is now awaiting sentencing after pleading guilty.
Agreements with Russia, China, and Cuba
The Venezuelan general also maintains that this criminal network moved tons of drugs into the U.S. via routes designed to flood American cities. He states that it maintained operational agreements with Russia, China, and Cuba, and that the regime allowed the presence of foreign technicians and agents to intercept communications and obtain sensitive information. He adds that Venezuela attacked the U.S. through covert emissaries, funds from drug trafficking, and intelligence systems acquired with the support of third countries, and that some of these operations remain active.
His guilty plea in June of this year meant accepting responsibility for all the crimes committed, something those close to him interpret as an acceptance that he would spend the rest of his life in prison. Carvajal maintains that his goal at this stage is to fully reveal how the criminal organization he was part of operated.
Despite this, he has not yet been interviewed by the Department of Justice or by U.S. intelligence services. When it happens, his testimony will be key to determining the true scope of the operations he is denouncing.
