Venezuela doesn't have a real extradition treaty with the US

 

I wanted Burn After Reading last night and they mentioned this. Technically there IS an extradition treaty but Venezuela often just doesn't comply or will demand their own prisoners released. I'm guessing that the most evil anti-US people are all based in countries like this so they have a level of "protection" against the US justice system.
