When our cruise ship went to CUBA (diverted, not scheduled) several years ago, we had to get local TOURIST currency (cuks). We were not allowed to use USDollars NOR were Cubans allowed to accept any. Big conversion fee from American dollar to Cuks, and from CUKS back to American dollars.
My first comment is that no immigrant should be relying 100% on US Govt for living expenses.
Following that:
Why couldn't immigrants receive some form of US Govt benefits in the form of special currency or card?
Why not have special stores for them to shop at? Cards assigned to them are only good at that store, for one account? The store can stock the same items as reg grocery stores, clothing stores, etc.
