NEW: A U.S. Government Accountability Office report released last week identified significant reliability issues in data used by the Office of the Director of National Intelligence to oversee the federal personnel security clearance process.
The GAO found that over 60% of reviewed clearance data from seven agencies was unreliable across eight reporting requirements, hindering effective monitoring of clearance timeliness and security.
Timeliness data was 86% inaccurate, often underestimating processing times due to inconsistent calculation methods not following ODNI guidance, affecting government-wide metrics.
The clearance system has been on GAO’s High-Risk List since 2018 for delays and IT problems; ODNI’s data reviews fail to align with reliability principles, and it lacks sufficient guidance for agencies.
GAO recommended ODNI establish formal data evaluation processes, issue clear assessment guidance, define senior officials’ accountability, and update vetting policies.
