Some states are already trying to ban VPNs, but only VPN service providers, not the ones being used by remote workers. They are going after VPN services like ProtonVPN that masks people's locations. SSL or TLS won't ever be banned, because this would cause a major shitstorm, which would boomerang on them causing other regulations to come undone as well.
I guess we'll have to wait and see what happens. Politicians are toying with FA here, and if they continue, theFOwill come.
