I’M CALLING IT WHAT IT IS: WALZ JUST HIRED THE FOX TO GUARD MINNESOTA’S MEDICAID HENHOUSE – THIS IS RICO-LEVEL RACKETEERING
ST. PAUL, Minn. – My name is Philip C. Parrish, Republican candidate for Governor in 2026. I’m a retired Navy intelligence officer, father, farmer, teacher, administrator, and lifelong Minnesotan. I blew the whistle on the $250 million daycare fraud in 2018, and I’m not staying silent now.
Today, Governor Tim Walz handed a $2.3 million contract to Optum—a wholly-owned subsidiary of UnitedHealth Group—to “audit” high-risk Medicaid billing for fraud.
Let that sink in.
This is the same Optum tangled in DOJ criminal investigations for Medicare Advantage overbilling, secret kickbacks to nursing homes, and systematic patient endangerment. UnitedHealth has paid billions in fines for Medicaid fraud nationwide—yet Walz is giving them the keys to our $8 billion Medicaid program.
I’ve seen arsonists investigate fires. This is worse.
Pausing payments on 14 services for 90 days isn’t protection—it’s a smokescreen so Optum can bury its own tracks while Minnesota families suffer.
And the corruption runs deeper.
Senators Amy Klobuchar and Tina Smith have taken thousands from UnitedHealth PACs. Walz’s top donors include UHG CEO Andrew Witty. From the 2023 Minnesota lawsuit against UnitedHealth’s for-profit Medicaid grabs to the 2024 DOJ criminal probe, the pattern is undeniable: a syndicate of insiders protecting insiders.
This isn’t incompetence.
This is organized crime.
This is a federal RICO case.
I’ve spent my life fighting fraud—from Navy intel to exposing daycare scams. Minnesotans deserve leaders who stop the bleeding, not hand the knife to the thief. I’m demanding an immediate federal RICO investigation into Tim Walz, Amy Klobuchar, Tina Smith, and their UnitedHealth enablers. No more games. It’s time to clean house.
I demand:
• Full public release of the Optum contract
• Complete donor disclosures from Walz, Klobuchar, and Smith
• An independent, scandal-free auditor—not a corporate accomplice
Enough is enough.
In 2026, we take our state back.
