The POTUS is the head of the executive branch, not judicial or legislature. Therefor, the POTUS does not judge nor make laws and all security clearances are part of the executive branch because they do not make laws nor judge them, therefor President Trump has the right to revoke or .allow, any security clearance in the US, whether federal, state, or local.
