National Guard to form 23, 500-Troop Domestic Force under Trump Directive

 

The National Guard is creating a nationwide “quick reaction force” of more than23,000 troops trained to respond to civil unrest and crowd disturbances, according to a leaked Pentagon memo obtained by several outlets.

 

The document,dated Oct. 8and signed by Maj. Gen. Ronald Burkett, directs every U.S. state and territory to train units for domestic deployment by Jan. 1, 2026. Each state will contribute roughly 500 Guard members, while smaller states such as Delaware will field 250 and larger or remote ones like Alaska 350.Puerto Rico and Guam will also participate, with Guam preparing 100 troops.

 

The memo further states that the Pentagon will send military trainers to assist and will distribute crowd-control gear, including Tasers, pepper spray, shields, and batons.

 

A National Guard spokesperson confirmed that planning was underway in coordination with the Defense Department and state authorities “to implement the direction outlined in the Aug. 25 executive order” signed by President Donald Trump.

 

That order mobilized the D.C. National Guard over objections from city leaders, citing the need to address “rising crime”, despite data showing crime rates had declined over the previous two years.

 

The Trump administration has increasingly turned to military deployments in Democratic-led cities, framing them as public safety measures. Guard troops were sent to Los Angeles to manage immigration-related protests and have been proposed for Portland and Chicago, though those deployments were blocked in court.

 

According to the memo, troops will undergo instruction in riot control formations, the use of batons, and the supervision of crowd-control operations, along with de-escalation techniques.

 

Monthly progress reports are to be filed through the Defense Readiness Reporting System, the memo says.

 

One Guard member told Task & Purpose that the new units are “different from the past,” noting that traditional QRFs are assembled after emergencies such as Hurricane Katrina. “This time,” he said, “we’re being asked to stand up a force specifically ready to respond to civilian activity — basically, to dissent.”

 

The Pentagon has not commented publicly on the program.
