I just dont see how we claim to have jurisdiction over a foreigner on foreign soil. Or indict someone for actions they committed while in a foreign nation. I think this might be a dangerous precedent.
I think this is all a big smokescreen, Maduro is flipped to testify to literally everything, on the condition hes put in witness protection and kept alive. He came willingly and intentionally.
