I propose a simpler explanation: TPTB choose to fund the CEOs who are dumb enough to fall for their tricks, and they end up being cutouts in the long run after they go through years of TPTB management training seminars and all of their PR and HR positions are staffed by TPTB.
Other CEOs don't get funding or (more important) advertising and they quietly go out of business.
