There should be no obstruction to this, once hostilities stop. But it must be throttled over a set duration of about 2 years. This will incentivize peace. The amount of assets restored should be around 4.16% per month until the whole amount is released in 2 years. So, one year of peace will be about 50% back, and that should be fair because continued hostilities over that same amount of time equals nothing.
