The only fair thing to do in this case, due to nuclear technology becoming weaponized, is to have a consortium of international community experts made up of 25% Ukrainian, 25% Russian, and 50% international community monitors, to assure Russian security, and because it is already in the hands of the Russians, will assure the Ukrainians of their security concerns too.
