This should be a no starter and a guarantee, no membership, unless and only unless hostilities start up again. This would assure Russia the security it needs, and if hostilities ever start up again, would also guarantee Ukraine the security that it needs. In affect, it is an incentive for peace for Russia, and assurance for Ukraine.
